Soft-deletes an interim payment by marking it as deleted. The payment is not permanently removed from the database.

**How deletion works:**
- The payment is marked with a deletedAt timestamp
- Deleted payments no longer appear in list queries
- The payment is not permanently removed (soft delete)
- Historical data and billing records remain intact

**Important considerations:**
- If the payment has already been billed (isBilled: true), deletion may affect invoice calculations
- Consider the impact on invoicing before deleting billed payments
- Deleted payments can be filtered out from API responses

**Permissions:** Requires Projects.edit permission
