Deletes a project category using soft delete (marked as deleted but not permanently removed).

**Important considerations:**
- The category will no longer appear in lists or be available for new projects
- Existing projects using this category will retain their reference
- Deleted categories can be restored using the restore defaults endpoint

**Note:** This operation requires workspace settings management permission.
