Create a workspace custom agent skill

Creates a shared workspace skill. Attach the returned skill id to native custom agents with config.workspaceSkillIds on /agents/{id}/native, or to Leadtime-managed Claude agents with config.managedAgent.skills on /agents/{id}/claude.
