Chat with agents is now a permission

Staff keep agent chat. Standard guests no longer see the Agents page, agent panel, or toolbar shortcut unless a custom guest role turns the permission on.

Chat with agents is now a workspace permission. Staff and other internal roles keep it.

The built-in Guest role does not. Standard guests no longer see the Agents page, the agent panel, or the toolbar button and keyboard shortcut.

If some guests should still chat with agents, turn Chat with agents on for a custom guest role.
