List Anthropic and workspace agent skills for Claude configuration

Returns Anthropic built-in skills plus shared workspace custom agent skills for the Claude picker UI. Native custom agents do not need this catalog endpoint; use GET /agents/skills to list shared workspace skills and save selected ids under /agents/{id}/native.
